Does the moon opposed to significators in an horary always give a "no" answer?

It has been in my experience with Hoary that an opposition means a "pulling away," a "separation." It depends on your question! In tradition horary terms, an opposition means a negative response to the question.
But I also think it can just give an actual description of the situation. It might represent that you and the party are "separate." Maybe you are here and he is there. Whatever, it means at that moment in time, that's where the wind is blowing.
I once asked a horary where the significators were in opposition--Moon and Uranus, and the thing came to pass, but not in the way I envisioned it at all! It was a complete surprise and rattled me at the time.
Check to see if the Moon is an actual significator or implies the direction you will be moving. For example, if the AC is in Cancer, you are ruled by the Moon. If your AC is in another sign, you are ruled by it, with the Moon showing where you are "headed."

Interesting. As I recall, the question was will I hear from X? The moon was opposed to x's significator and the sun which was turned L3,signifying x's thoughts. Sun was about 7 deg from conjunction with my significator. What do you think?

I know for some this defies the rules and there are many in horary. But I often find the opposition to be NOT necessarily NO but a challenge, an obstacle and entanglement or tension of sorts. To me NO seems to occur more with no aspects or weak troubled aspects. What about other people?
I know for certain when I se an opposition in a communications horary that I may actually hear from the person but the message or encounter may be quite stressful, not smooth or pleasantly easy, brittle/cold or not necessarily what I had anticipated.

Well, here's the chart, so maybe you will see more than I. L1 is Mars,L7 is Venus. Echo is conjunct the sun, Lord of x's turned house 3, communication. Moon is opposed. Could Echo mean x is afraid that communication will not be successful? Could moon be a 3rd party? Does X feel communication is a duty and not a pleasure since moon opposes from 5th house? Or is this just a plain old "NO"?
