From Simplified Horary Astrology, Ivy Goldstein Jacobson: We must have an aspect between the two planets that represent the querent and quesited or we have nothing to bring them together by themselves. In such a case, we let the Moon co-rule one of the two and act in his stead in the matter. If the same planet rules the querent and the quesited, we again take the Moon as co-ruler of the rising sign.Does this make sense??? I think Ivy is saying that you have to have a connection between significators to have anything 'happen' between them. If there is none, we use the co-ruler Moon (or perhaps mutual reception, translation of lights etc) and if there still is none, then no, there is nothing to bring them together...no event.
So, she is saying, look for what might connect them but of course, if nothing does, then nothing does.
