hi searose - no, it isn't. the only thing they have in common is stimulating your IC. think on the very different natures of mars and moon - that energy of the other person's planet touches your IC/4th house.

what i meant to say was it simi ::)lar to a moon/mars aspect since your ic has to do with your home and early conditioning.

I think Synastry house placements tell us what is being activated in that area of life--it can be more 'external' in a sense. His Mars on your IC may feel like a lot of energy (from him) bombarding that which you wish to keep private! Or it can feel like he activates your sense of emotional security and stability (activate can me thrill, inspire or disrupt!!) and this can happen very literally--in the home, with the family, meeting your parents--that sort of thing.
Mars/Moon stimulates you on a deep feeling level that goes further than the meaning assigned to the IC.
What signs are we talking about? It makes a difference if the contact is Mars in Aries conjunct Moon in Aries or Mars in Pisces conjunct IC in Pisces with an Sagittarius Moon. Can you give a little more info and tell us how you felt this contact?
It’s good to discuss the difference between synastry houses and synastry planet contacts.
