My heart goes out to you, because I finally managed a long distance move a little over a year ago (2,800 miles or 4,506 Kilometers!). I can tell you from experience that this is a big deal. But, I know you are taking this decision very seriously. It is important to you. So I would like to take a stab at this one for you. Also, I struggle so much with horary. I tried to take my time here, but don't know if I have the correct answer either. Nevertheless, I will share my thought process with you.
Up front, I will say that it is questionable whether the chart is readable. However, there is so much going on here. I think that it is, so I will proceed.
You worded the question with "WE" not "I". 1st house would describe your physical presence and 7th house would indicate where you are considering (re)moving to. But, does 1st house cover "WE"? Who are WE? You (1st) and your family (4th)? You (1st) and your children (5th)?
The other question I had relates to the definition of "Kings Town." It is not a specific dwelling or piece of property (4th?), but could be a neighborhood (3rd) and might be a distant land (9th), and might even describe your place (status as resident) in the community (10th).
Not knowing the answers to these questions, I give up and go with my gut. I pick 4th for the physical presence of your family and 10th for the the place you would like to move your family. You, of course, are represented by the Asc and co-significator is the Moon.
My answer is: NO --- At least, not yet! Your timing is off. The opportunity, if it ever existed, has passed. Perhaps you have new information that gives you qualms about the move or you simply have had a change of heart. Moving takes a lot of time, planning and energy, so perhaps you just couldn't pull it together fast enough to take advantage of the opportunity. Just too many obstacles.
Stick with me. Here's why I think this...
1) First applying aspect of the Moon as co-significator (you) and 10th house ruler (Kings Town) is in opposition to Jupiter - the natural ruler of long distance/foreign places. You are up against too much to make it happen at this time. Big dreams, high hopes, but not enough to go on yet. Moon is fast and strong and Jupiter is weak. Reckless?
2) Late (too late!) degree on the ascendant, as well. Opportunity has passed. Frustrated?
3) 4th and 10th houses: Moon would describe Kings Town (10th). Moon makes no applying aspect to Saturn (4th) or Venus (1st). In fact, Saturn is doing nothing (good) in this chart! The devil (Saturn) is in the details and I suspect you have little or nothing worked out.

4) Venus - MC Antiscion by 1 Deg 43 Min AND Saturn - Asc Contra-Antiscion by 0 Deg 13 Min * SAME DEGREE * --- You (Venus) might be ready to make this move (MC), but the rest of your family (Saturn) may oppose you (Asc) if you rush them. They may not be ready and it will take time to prepare them.
5) Jupiter is actually at 21 deg Cap (These charts are so hard to read! Too blurry.). I have two Sabian lists. The first "The defeated general yields up his sword but in failure he wins for his cause a dignity that is real success. " And the second "By Accepting Defeat Gracefully, A General Reveals Nobility Of Character." The keyword is "expediency." ---- Lose the battle, but win the war. Libra rising always picks the battleground and the time of battle. Even if Kings Town is the right place, it is the wrong time.
6) Venus at 15 deg Gem: "A Woman Activist In An Emotional Speech Dramatizing Her Cause." The keyword is "indignation." Easy does it! Communication is a two-way street. See #5.
7) Asc at 27 Lib: "A Man Becoming Aware Of Spiritual Forces Surrounding And Assisting Him." The keyword is "responsiveness." This is your strength, but you need more time to apply it to this situation. The keyword for the MC (Kings Town) is "unfoldment." The keyword for the IC (family) is "immersion." ---- Involve your family in the decisions. Hear and respond to their concerns. You will move steadily towards your goal.
I agree with AriesMoon that your heart is in this one. You could go overboard (Jupiter) and make an impulse move. MAYBE you could even pull it off! However, you have a responsibility (Saturn) to yourself and your family to do this right. Big moves are hard! Very stressful. It is like eating an elephant!
Best to take your time and do this right. Don't let strong emotions rush you!
Don't give up on your dream either. I get the feeling that there will be another opportunity later. Eat that elephant one bite at a time and it will happen for you!
