Thanks for posting this chart!
There are very specific rules for reading horary. #1 is, the moon can not be Void of course.
This moon is void -- it makes no applying aspects, so the chart is not radical and fit to read. The Void tells us that 'there is nothing to worry about' or that 'nothing' will happen because the Moon's application to other planets is what tells us about upcoming events.
Let's get to the core of what you really asked.
If there was a sense of worry, or even underlying fears about the answer, the chart is reflecting that saying, 'relax. it's all right. there is nothing to worry about.'
The rulers of you and 'the other' being retrograde, and that lovely trine aspect are not readable in this case though, because of the Void Moon.
If the Moon is NOT void by declination, however, we can read the chart. Can you post the declinations for me so we can check that? They need to be within 1 degree of application.
To sum up:
For a horary to be radical and fit to read, the moon must make applying aspects. Check parallels and contral-parallels of declination, they count too and need to be listed. If there are NO aspects by planet or declination to the moon (applying) we say, "there is nothing to worry about." or, "Nothing will happen."
Pop up the declinations and we'll look further!!!

okay, so no parallels...there is one more thing to check.
If the moon makes an application to the Arabic Part of Fortune, it is readable. Where is fortuna? It would have to be greater in degree than 28 08' 40".

Those are the 3 checks for the moon, to determine it void:
No applying aspects to planets. No applying parallel or contra-parallel declinations No applying aspect to the Part of Fortune
With the Moon Void in a horary, this answer is immediate--nothing to worry about, if the question came from concern or, nothing more to develop.
With Saturn Rising I wonder if there there would be something to re-check. Is the time right? What were you feeling when you asked the question? It suggests more than curiosity. Is it possible that you actually have a different question to ask?
